About Project
The Elgin Towers redevelopment in Carlton is a major housing transformation project designed to replace outdated infrastructure with modern, sustainable, and community-focused living spaces. The development will deliver 248 new apartments, replacing 196 older dwellings, resulting in an approximate 26% increase in social housing capacity. These new homes are being designed to be energy-efficient, accessible, and aligned with modern living standards, ensuring improved comfort and reduced long-term energy costs for residents.
The project places strong emphasis on quality design and community-driven planning. Each apartment will include features such as private balconies, improved ventilation, double-glazed windows, and modern heating and cooling systems, along with the integration of renewable energy solutions like solar panels. Additionally, the development introduces 4- and 5-bedroom homes to support larger families, alongside enhanced shared spaces, landscaped outdoor areas, and better connectivity to nearby parks, transport, and essential services.
This redevelopment is part of a broader government initiative supported by both the Australian and Victorian Governments under the Social Housing Accelerator program. The project timeline includes community engagement (2024–2025), demolition (2025–2026), and construction beginning in 2026, with completion expected by 2028. Once completed, the project will provide high-quality, future-ready housing while strengthening the surrounding community and improving overall living standards for residents.
